Establish the acute response emergency organization system and operation mechanism, dealt with the epidemic situation of the infectious disease, food poisoning, acutely professional poisoning and other public health emergencies has vital significance on the protection of residents health, safeguard economic development and social stability.
In order to coordinate the overall strategic plan of the construction of the national public health information system (PHIS), Changning Centre for Disease Control and Prevention adopted the work pattern of ¡°combine the peace and war¡±, established the Public Health Emergencies Guidance System with the overall idea of ¡°could see, could hear, could obtain, and could control¡±, with the command mode of implement ¡°centralized command, scheduling in grades and categories, unified supervision and management¡±, to realize the effective gathering of the public health incidents information, promptly gather and transfer all resources of all aspects, logarithm and analyze the statistics, in order to release the public health emergencies that threat the health and lives of our people, enhance the ability of preventing, reacting, commanding and handling them.
Emergency Command Centre consists of Emergency Command Office and Emergency Command Meeting Room. Emergency Command Office is made up of three parts, Emergency Command Zone, Emergency Advice Zone and Emergency Duty Zone, which are equipped with large screen display system, tabletop terminal network, computer, printer, video control system, telephone system (with automatic sound recording function), and facsimile machine. The Emergency Command Meeting Room could have 40-people meeting, equipped with large screen display system, and could provide information data displaying function.
The software of the emergency command system consists of social report information system (with automatic sound recording function)¡¢emergent public issue report, detection and tracking system, emergency command direction and dispatching system (telephone dispatching, SMS dispatching), public health emergencies evacuation system, GIS information statistical, handle, and display system. It could complete the handling process from receiving alarm telephone, to issue the emergent command information, coordinate and dispatch all the teams get into work, rapidly feedback information, statistical analyze, and so on; the software made the process more timely, rapidly, and effectively.
